This issue is addressed in ArcGIS Pro 3.3 and ArcGIS Enterprise 11.3.

Workaround

After publishing the feature service via Python:

  1. Go to the Visualization tab of the hosted feature service.
  2. Enable labels for the desired labels.
  3. Save the configuration.

This can also be done via the Python API if the user needs programmatic access.
