Overwriting a locator published to the ArcGIS Enterprise portal containing a space or underscore in its name with a locator that does not contain any spaces in its name returns the "Service failed to start." error message in ArcGIS Pro. However, the overwrite succeeds, and the locator starts successfully.

Workaround
Change the name of the locator in the portal to remove any spaces or underscores before overwriting it from ArcGIS Pro.
