Overwriting a hosted feature service from ArcGIS Pro fails if change tracking is enabled, and the service is placed in the Recycle Bin or deleted if the organization has not opted for the Recycle Bin.

This issue is addressed in ArcGIS Pro 3.7.Workaround
Overwriting a web feature layer is not possible with change tracking enabled. Disable change tracking before overwriting.
