Overwriting a hosted feature service from ArcGIS Pro fails if change tracking is enabled, and the service is placed into the recycle bin or deleted if the organization has not opted into the recycle bin.

This workflow is not supported and will return an error message in future releases of ArcGIS Pro.

Workaround

It is not possible to overwrite a web feature layer with change tracking enabled. Disable change tracking before overwriting.
