Overwriting a hosted feature service created from a CSV file in Portal for ArcGIS with the arcgis.features.managers.FeatureLayerCollectionManager.overwrite() function fails and causes the service to be deleted from ArcGIS Server and the data to be removed in ArcGIS Data Store.
