Overrun Feature is enabled by default when a feature linked annotation feature class is created through the Geodatabase using the Maplex Label engine.

Workaround

1. Open ArcMap and bring in the Feature Class2. Enable to Maplex Labeling Engine3. On the Labeling Toolbar select the Label manager button 4. Highlight the label class (default) of the feature class 5. Pick the field to be labeled from the drop-down 6. Click Properties > Fitting Strategy > Next to Overrun features click Option > Change the value from 16 to 600 points7. Apply > Ok > Ok 8. Right click on the feature class 9. Convert Labels to Annotation > Create Feature Linked Annotation > All Features (Make sure you convert at the correct scale) 10. Add the new annotation to the map if it wasn’t added automatically 11. Editor > Start Editing 12. Right click on the new annotation > Selection > Select All > Delete – this will leave you with a new empty annotation feature class 13. Set the Target on the Editor toolbar to be the new annotation feature class14. Right click on the Old Annotation > Selection > Select All > Edit > Copy > Edit > paste - all annotation should be copied over 15. Now the annotation can be adjusted up to 8 font sizes before seeing any Word Spacing changes.
