Additional Information

Will not fix as this is by design. .geodatabases that are created in 10.6.1 and Pro 2.1 or higher are created with collation sequence "icufoldecase". The client code may need to load "stgeometry_sqlite.dll" after the .geodatabase is created and opened, in order to get the definition.
