Additional Information
The workflow for quick tools is always top to bottom and the output is always a new file geodatabase for the Quick Import tool.
The Output Geodatabase parameter filename was designed to use the root name of the Input dataset as the geodatabase name to the output with a default ArcGIS Pro Project folder directory as the output path.
User interaction for the Output Geodatabase parameter is discouraged although it is allowed and the parameter validation needs improvement.
Workaround
Select the geodatabase from the Folders folder instead of the Databases folder in the window.
