Workaround

Use a new version of ArcGIS Server to execute the script or use an older version of ArcGIS Pro.

This is likely not acceptable for large organizations with updated ArcGIS Enterprise environments:

For example for ArcGIS Server 10.9, .lyrx files created with ArcGIS Pro version 2.8.0 or later cannot be leveraged without triggering the OS error.
