This is a known limitation in Portal for ArcGIS 10.6.1. Improvements are made in Portal for ArcGIS 10.7 to ensure that elements are able to handle situations when multiple filter actions are received.

Workaround

Configure one map to control the dashboard and Map Actions indicators for this one map.
