Additional Information

This is considered a known limitation with the current Operations Dashboard for ArcGIS. This is addressed when dashboards move to the JSAPI 4.x codebase in the upcoming beta release.

Workaround

Change '&reg' to '&reg'. This displays the URL as the registered symbol in Operations Dashboard but it works when clicking on the URL.
