Opening the color properties when the current setting is set to 'No color' does not allow a user to set a color.

Additional Information

This is not a bug within ArcGIS Pro. The reason the fill color appears not to change when trying to change it from Black Outline is because the 'Transparency' is set to 100%. If the transparency value is set to 0% after choosing a color other than no color, any color shows up.
