Opening an item (.pitemx) from Portal for ArcGIS in ArcGIS Pro fails when the active portal is not the portal the item is coming from, returning the error message: "Error: Failed to add online item. Cannot download portal item at {portalItemID}."

Workaround

Switch the active portal to the portal with the content. Open the .pitemx file again.

The item can be saved as a layer file or a layer package. Additionally, the data can be exported.
