This issue is not reproducible in ArcGIS Online. If this issue contact Esri Support Services as additional information is needed for further investigation.Workaround
- Open the layer in Map Viewer Classic.
- Add the layer to a new map instead of opening the layer from the item details page and add it as a basemap.
- Add the REST URL of the layer in the map using the add a layer using the URL option.
