Opening a scene layer in the ArcGIS REST Services Directory after upgrading to ArcGIS Enterprise 11.4 or 11.5 returns the error "Cannot invoke "com.esri.client.app.mapserver.TileDescriptor.getInputStream()" because "descriptor" is null".

Workaround
In some installations, the issue is resolved by removing the proxy configuration from the server and configuring it instead for the service user running the Windows service.
