Only the related record of the first layer is accessible when there are several layers within one hosted feature service in Collector Classic for ArcGIS. The related record of the other layers is not accessible.

Additional Information
Collector Classic for ArcGIS (Android and iOS) is retired and no longer updated. Use the ArcGIS Field Maps app as an alternative to Collector Classic as it combines the functionality of Collector, Explorer, and Tracker. This issue does not apply to ArcGIS Collector.Workaround
Publish two layers with the respective relationship separately as two hosted feature services in ArcGIS Online, and add the hosted feature services to a web map.
