Duplicate of BUG-000166458.Workaround
Use ArcGIS Assistant (https://assistant.esri-ps.com/) to edit the data JSON and set the "wfsInfo"."name" to the expected layer name. The portal item loads correctly in Scene Viewer and Map Viewer.
