'OnCreateQuickAccessToolbar' true and false arguments are not being honored by the ArcGIS Pro UI when using Managed Configuration in ArcGIS Pro SDK 3.4.

This is expected behavior. The OnCreateQuickAccessToolbar method was not designed to rebuild the Quick Access Toolbar every time the configuration is run. It was designed to define the items in the Quick Access Toolbar. A settings file will be created based on the application name defined in the ConfigurationManager class. Developers can override the application name using the ApplicationName property. When a managed configuration is launched and then shut down for the first time, a settings XML file will be created under C:\Users\Steps to Reproduce
