Once the ArcGIS Hub site name has been changed to Japanese, any name of Japanese pages cannot be added afterwards due to the error message "This title is already in use on this site. Please try a different page title regardless of the title that has not been used before".

Additional Information
This bug will not be addressed as the correct workflow to change the name of an ArcGIS Hub site is through the ArcGIS Hub UI, and ArcGIS Hub does not allow Site Names to contain double-byte characters.Workaround
Add an English page once, and change the page name to Japanese.
