Once a status has been assigned to the Step Status in a workflow, the status cannot be reverted to empty or blank.

This defect is fixed and is not reproducible in ArcGIS Workflow Manager Desktop 10.7Workaround
Add a new status via Job Components > Status Types. Add a status type that serves as a place holder for the Blank status with names such as Not available or None.
