On Windows Server 2022 Datacenter Azure Edition, ArcGIS License Server Administrator 2021.1 has been installed, and the licenses (ArcGIS Pro in this instance) are authorized. All licenses are correct and available. However, after ArcGIS License Server Administrator 2022.1 installation, licenses show as not available. Running a diagnostic returns the error message "System Binding changes detected". When uninstalling ArcGIS License Server Administrator 2022.1 and reinstalling ArcGIS License Server Administrator 2021.1, all licenses become available again.

Workaround

The only workaround is to:

  1. Uninstall ArcGIS License Server Administrator 2022.1.
  2. Reinstall ArcGIS License Server Administrator 2021.1.
