The attribute rule logic has been updated to address the issue. Refer to, https://github.com/Esri/arcade-expressions/blob/master/attribute_rule_calculation/SplitIntersectingLine.md. No software changes are required.Workaround
Create the point feature on the line where a vertex already exists.
A new split rule has been authored to fix this case. A full working UN example can be downloaded from here, where a switch splits a medium voltage line, https://github.com/hussein-nasser/arcade-scripts/blob/master/RealARSplit.zip.
