Workaround
1. Rename the existing ArcGISDomain.dll (program files\common files\esri\raster\bin\ntx86)2. Copy the new ArcGISDomain.dll to the same location. 3. Delete the HKEY_LOCAL_MACHINE\SOFTWARE\ESRI\Raster key (this will delete Environment and Preferences subkeys)4. Manually register ArcGISDomain.dll5. Check and verify GIO_PE_LIB = pe.dll
