On setting the IDynamicMap.DynamicMapEnabled property to true, a negative ILayerEffects.Brightness value used to darken the map display is no longer honored.

ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro.
