On setting a visibility scale range for a feature layer in a map, features in the layer are not displayed when zooming to the ‘In Beyond’ scale value in ArcGIS Pro.

Additional Information
This is as designed. Check the 'Draw up to and including the maximum scale in scale ranges' setting in the scale ranges to see the expected behavior.Workaround
Set the 'In Beyond' scale value to one value lower than the desired largest visible map scale. For example, if the desired largest visible map scale is 1:100,000 set the 'In Beyond' value to 1:99,999.
