On a Windows 10 operating system, when ArcGIS for Server 10.4 is installed after ArcGIS for Desktop 10.4, without prior authorization of ArcGIS for Desktop, running the provisioning file for authorization, as well as the .resps files for offline authorization, crashes the Software Authorization wizard.
