On a CloudFormation template highly available (HA) deployment of ArcGIS Enterprise 10.7 on Ubuntu, newly published services does not start successfully.

Workaround
While services are manually stopped and started, there are residual issues with deleting services as well. Restarting the server service also forces the stopping instances to start successfully.
