Additional Information
This is expected behavior when disabling the sync capability of a feature service after map areas have been generated for a web map. The existing map areas can no longer be downloaded and need to be recreated through the web map settings.
When disabling the sync capability, there is a warning message returned, "If you disable sync the existing copies can no longer upload or download any data changes." This applies to existing offline areas which have been downloaded prior as well as to the map areas themselves created for the web map.

Workaround
Delete the offline map areas and create new ones.
