Offline areas created in ArcGIS Field Maps fail to download for accounts that are not Administrators within the organization if a feature service in the map is set to 'Editors can't see any features, even those they add.'

This issue is not reproducible when tested with ArcGIS Online October 2023 release.Workaround
- Change the setting from 'What features can editors see?' to 'Editors can see all features'.
- Generate the offline areas in ArcGIS Online instead of ArcGIS Field Maps.
- Use an account that is an Administrator in the organization.
