Additional Information
This is expected behavior. After downloading an offline map area that supports a certain web map configuration at that time, such as a filter applied to the layers amongst other similar changes, any subsequent changes to that filter at the web map level through ArcGIS Online or ArcGIS Enterprise necessitates a new offline map area to be downloaded to leverage those changes. Refreshing the existing offline map areas or performing sync does not support these types of changes.
Workaround
Download new offline areas in Portal for ArcGIS or ArcGIS Field Maps for filter changes to persist in offline areas.
