Additional Information
This functions as designed. In ArcGIS Excalibur 1.0, when an observation imagery project is opened, only observations collected during that session are seen. Each time the page is refreshed or a project is opened, the user will start with a blank canvas when beginning to collect observations.
Viewing previous observations is an enhancement that will be available at the v1.1 of ArcGIS Excalibur.
Workaround
In order to reliably see collected observations, add the observations feature layer to the project web map. This enables users to see the collected observations and optionally enable pop-ups on the layer to see attributes.
