Workaround

Use the DDA.exe to extract the data to a shapefile either by the visible extent or by extracting the entire citylim.sdc.1. Navigate to the DDA_Arc.exe and double-click it to open the Data Distribution Application \\dharma\Product_Data_Archive\Data_Maps\data_and_maps_2008_9.3\dm_stmap_dvd\DDA2. Click Add Data and navigate to \\dharma\Product_Data_Archive\Data_Maps\data_and_maps_2008_9.3\dm_stmap_dvd\streetmap_na\data\citylim.sdc, click citylim and click Add.3. Click the Zoom In tool to roughly the extent of Cincinnati, OH and surrounding city limits.4. Click File > Extract.5. For Select extraction boundaries, use By current extent.6. For Select output format, verify Shapefile is chosen.7. For Select output directory, click the ellipse button and navigate to where the new shapefile will be stored on disk.8. Click Extract.
