Non-committed jobs in the Default version are allowing other versions to merge parcels together but do not get marked as historic.

1 Change to Default version2. Start edit session3. Add Commit Job tool while in customize mode4. Open Job Book5. Select Active jobs for parcel 15 6. Click the Commit Job tool7. Status will be changed to committed8. Save Edits9. Run workflow again in TestVersion and the Merge parcels will move to HistoricSteps to Reproduce
