Non-administrator and non-owner users can delete attachments from a hosted feature layer using forms in ArcGIS Online Map Viewer, even when the layer is set to allow updates only.

Additional Information
Updates on a feature layer do allow the user to delete attachments still. However, the bug was that the user could not delete the attachment in the table. This has been fixed.Workaround
Create a survey from the feature layer, then add it to ArcGIS Experience Builder using the Survey widget. This only allows adding attachments instead of editing and deleting the existing ones.
