Non-Admin / Use connections require access to /arcgis/admin URL when SSL is enabled on ArcGIS Server 10.1. If the admin URL is blocked, ArcCatalog connections will fail when SSL is enabled.

Workaround

Allow only the /arcgis/admin/publicKey URL through, but block other /arcgis/admin requests. Preferred no access required to /arcgis/admin for non-admin connections, so moving the publicKey query to another URL or eliminating its requirement would be better.
