The item in question is reported to produce an error that is listed in the Data tab of the ArcGIS Hub admin page. The error is: "Error Layer/Table does not support query, which is required for use as open data." This prevents the item in question from being used as a dataset, which is why the item in question does not show up in the Open Data site.
