No layers are published to the service REST endpoint when publishing a join between datasets across multiple workspaces, where one or both of the datasets are located in a UNC share and none of the datasets are located in an enterprise geodatabase.

Additional Information
This issue has been resolved in the upcoming ArcGIS Enterprise 12.0 release.Workaround
This issue does not occur when both the table and feature classes are contained in the same geodatabase.
