Additional Information
Many editing patterns inside ArcGIS Pro require that features are created and updated after creation. In this case ArcGIS Pro is not aware (nor can it be) of the server-side definition query. This results in failures to query the features after creation as described in the bug. The changes required to alter this behavior in the architecture would be extreme. If the workaround is not successful, contact Esri Support Services.
Workaround
Use the Active Template functionality when creating new features to pre-populate the feature values such that they meet the definition query prior to actually creating the feature.
Steps to Reproduce
