No editing capabilities exist for the 'Access and use limitations' field in the Item Description dialog box.

Workaround

The field that populates the 'Access and use limitations' field in the Item Description dialog box is available when in metadata Edit mode, Resource section, Constraints subsection, first Constraints category within that page. Data in the other Constraints fields on that page (General, Legal, Security) do not appear in the Item Description page.
