This issue is not reproducible in ArcGIS Pro 3.4 when publishing or overwriting feature services on ArcGIS Enterprise 11.4.Workaround
In the expression, if the 'return "N/A";' is changed to 'return 0;' (integer), the 0 value displays as usual.
