Newly added Active Directory group members in Portal for ArcGIS experience 3 to 4 hours delay before the members are able to see the group items.

Additional Information

This is expected behavior and will not be addressed in a future release of ArcGIS Enterprise. If the user has already signed in once, the group refresh is triggered for groups whose memberships are controlled by Active Directory. If they are then added to another group whose membership is controlled via Active Directory, the group refresh will not happen again for another 60 minutes.
