Additional Information
Two things are happening with the feature template:
1. Attributes do not match domain because the Not Nullable Field does not have default value. It is a best practice for fields that are not nullable fields, to have a specified default value. Otherwise the geodatabase provide one which does not match the domain and cause the error notification.
2. Retired Contingent Attribute Value: Creating and updating features with retired contingent values is not restricted or prevented. Users can set attributes using partial matches and show all as indicated in the steps to reproduce.
Workaround
New feature template can be created when retired combination values is selected for the feature.
