Additional Information

In cases where the network dataset is configured with a global turn delay evaluator and a soft restriction on turns with a high restriction usage value, all relevant turns combinations should have a non-zero value. This includes turns combinations that are not exposed in the global turn delay evaluator user interface by default. To set all the values to non-zero values: Open the Global Turn Delay Evaluator. Click on "Load From File...". Choose the file: \NetworkAnalyst\NetworkConfiguration\AllNetworkGlobalTurnDelaySettings.xml. Set all turn combination "Seconds" values to non-zero values.

Workaround

Load values from:

<ArcGIS 10.x Install Dir>/NetworkAnalyst/NetworkConfiguration/AllNetworkGlobalTurnDelaySettings.xml 

...and populate all categories with a non-zero value. In practice, zero can be represented closely enough as 0.0001.
