Additional Information

Tested with SQL Server or PostgreSQL on ArcGIS Pro 2.9, 3.0, and 3.1. Could not reproduce BUG-000110212 anymore. Close issue for non-reproducible.

Workaround

Use the Add Coded Value To Domain geoprocessing tool to modify the domains.
