On July 1, 2017 Esri retired the ArcGIS for Windows Mobile product and we encourage customers to migrate mobile field editing projects to Collector for ArcGIS app or another ArcGIS App available at http://www.esri.com/software/apps.Workaround
When connected to a proxy that requires authentication, users should be able to open a browser and pass credentials, then add a service through the mobile project center. The MPC will use the credentials supplied through IE when the add service dialog window is closed and reopened. If an automatic proxy configuration is used, adding the service will fail with the 407 error.Steps to Reproduce
