Issue fixed in ArcGIS GeoEvent Server 10.6.x above.Workaround
This issue is encountered in ArcGIS GeoEvent Manager version 10.5, 10.5.1 but not in 10.7.1.
There was work done for stream services when developers finally ripped out all of the RabbitMQ remnants from the source code at ArcGIS GeoEvent Server 10.6. That can't be backported, and the developer cannot "fix" stream services at 10.5 given that legacy message broker.
An upgrade to ArcGIS GeoEvent Server 10.6 or higher is recommended.
