Missing datum transformation between WGS_1984_UTM_Zone_33S and South_African_Survey_Grid_N_E_zone_17.

Additional Information

The issue is that the Cape geographic coordinate system and the transformations that use Cape have an extent or area of use that is for South Africa (onshore) only. Initially I believed a possible sustainable solution is to expand the extent for Cape, and probably some of the transformations defined for Cape. I checked with the chairman of the subcommittee that maintains the EPSG Geodetic Parameter Registry (http://www.epsg-registry.org) and he feels that “Cape” was never extended to the neighboring countries. Namibia has Schwarzeck. Botswana is considered part of the Cape geographic CRS extent. Zimbabwe is more correctly on the “Arc” datum according to some documents that I’ve found. Anyway, we currently have 3 transformations for Cape: Cape to WGS 1984 (1)—Defined by US military, DMA/NIMA/NGA. Usage lists South Africa only Cape to WGS 1984 (2)—Defined by Directorate of Surveys and Land Information for South Africa only Cape to Hartbeesthoek94 (1)-- Defined by Directorate of Surveys and Land Information for South Africa only None of those were designed to be used outside of South Africa, so I think you can see why I am uneasy at changing their areas of use. Have any of the countries adopted Hartbeesthoek94? Any utility company or government agency in these countries that say that they are using Cape or Hartbeesthoek94?
