Workaround
Open the DGN file in Microstation and save it as a v8 file instead of v7 file. The TextAngle is read properly in v8 DGN files in 9.2.In Microstation, save the file as an AutoCAD DWG. That annotation will also display at the correct angle.Steps to Reproduce
