This behavior is by design. If the feature layer and its sublayers have metadata in ArcGIS Online, then the downloaded feature classes also have metadata for the associated sublayers when data is downloaded to the shapefile format or the file geodatabase. On the other hand, if metadata is only created for the item (i.e., the feature layer as a whole) and not for its sublayers (i.e., the actual data being downloaded), the exported data does not include the item's metadata. Users must check the individual sublayers and add metadata there, if necessary, before downloading the data. If users only create metadata for the item, then the downloaded data has no metadata.Steps to Reproduce
