Additional Information
Regardless of the metadata style selected in the ArcGIS Pro Options dialog box, the metadata on the file geodatabase created using ArcGIS Pro in Step 2 is in the ArcGIS metadata format. Therefore, copy the ArcGIS metadata content from one item to another as described in the steps and help system under the 'Copy metadata from one item to another' section: https://pro.arcgis.com/en/pro-app/latest/help/metadata/copy-or-import-metadata-to-an-item.htm. The steps provided work correctly.
After the file geodatabase's metadata is exported to an external XML file in the FGDC CSDGM format, and imported from the external XML file to the second file geodatabase, the steps that did not work initially now work. This procedure is described in the same help topic under the 'Import standard-format metadata' section.
Workaround
On the ArcGIS Pro ribbon, on the Catalog tab in the Metadata group, click Export and generate an XML file with the FGDC CSDGM format using the first file geodatabase. Then, select the second file geodatabase, click Import and select the XML generated to import the metadata.
