Additional Information

The observed behavior exactly matches what the documentation says. ESRI-ISO metadata is upgraded automatically. You can only edit ArcGIS metadata.

Workaround

If you want to remove the ESRI-ISO metadata you can do so manually by creating a model as described in this Help topic: <a href="http://help.arcgis.com/en/arcgisdesktop/10.0/help/index.html#/Editing_metadata_for_many_ArcGIS_items/003t00000026000000/" target="_blank">http://help.arcgis.com/en/arcgisdesktop/10.0/help/index.html#/Editing_metadata_for_many_ArcGIS_items/003t00000026000000/</a>Run the model using the XSLT provided with ArcGIS Desktop 10: <ArcGIS Install location>\Metadata\Stylesheets\gpTools\remove pre94 metadata elements.xslt
